It’s a review of the delivery and impact of ten years of the Armed Forces Covenant and can be accessed online. Contents of A Decade of the Covenant The report includes several resources for councils and government including an overarching Theory of Change model which sets out how and why the Covenant reduces disadvantage, a basket of indicators to use as a starting point to measure the impact of the Covenant, an updated core infrastructure and toolkit, and case studies of good practice.
